Any document submitted to the uscis must be in English or accompanied by a translation.   Anything submitted to the consulate can be either in English or Spanish

Best to double check with the consulate on translations. Consulate in Amsterdam requires Dutch documents to be translated or they can't approve you. Simple reason is that most IO's are actually American. Usually it should state in the letter you get if they need translations or native language only is sufficient enough
