I-130 Receipt date for case inquiry

 I have a question about our form I-130. We got our NOA 1. Our receipt date was May 18 2018. We have heard nothing since. On the USCIS website under processing times it now shows May 18 2018 as the receipt date to inquire about the progress of our case?  How does my American wife go about doing this? Does she use the messaging from the USCIS account or does she place a phone call? Thank you!
