Fingerprints at uscis to receive green card?

Hi!!! 

My husband visa category is IR5, he enter on US last December 2018 and he  did the fingerprints at the airport. Today he received a letter from uscis and he needs to go in February to do fingerprints again. Is this a new way to get the green card in person? It is anybody else in the same situation?

Thanks a lot for your answer. But I have another question... may be you can help,  on uscis status say  "New card is being produced" Do you think that he can receive the green card the same date that he goes for the fingerprints?

No, it will be mailed from the production facility.
