I have sent my I130 Petition to USCIS Chicago Lockbox on Dec. 31st and it has still not been received. I sent it from The Netherlands and it's only supposed to take 10 days to arrive in Chicago. When I track it it says its been "received to the country of destination" on Jan. 6 but not delivered.

Is anyone else experiencing slow delivery to USCIS because of government shutdown?

Filed: AOS (apr) Country: Philippines
Timeline

The notice of reception or NOA1 can take 2-3 weeks and even up to 30 days. Typical time frame. At this point the shut down has no effect on USCIS that we know of.

It may take weeks to get the NOA1 as Ben&Zian stated.  Did you include the G-1145?  Is the response being sent to the Netherlands?  I have never heard of a petition going missing.

The shutdown does not impact the processing of petitions at all since they are fee based.
