Pet in tow and a possible layover in Korea or Japan

Has anyone been in the same situation? What was your experience like? Here's what I've gathered from the internet about importing pets to Korea:

• The pet needs to have a rabies titer test (the Philippines is not rabies-free) which has to be done in an approved clinic in another country
• Pet must have a microchip that meets the standards

Now are these necessary even if it's just a layover?

In your experience, did they have to quarantine your pet? Did you have to secure a permit over there?

Layover is not importing so the importation rules are not the ones that apply

Thank you. I was able to book my flight and confirm my pet through Korean Air. They advised me to call the quarantine office of Manila (my origin) and Seattle (destination). I also learned from someone that they have a transfer zone in Incheon airport where my cat and I can stay. No further requirements.
