Does the government shutdown affect SSN applicants?

Timeline

My fiancee just arrived on a K-1, so our next step is to get her a SSN. I've not been able to find a clear answer about whether that will be possible under the current government shutdown; does anyone know?

" Social Security and Medicare: Checks are sent out, but benefit verification as well as the issuance of cards would cease. While unlikely to happen again, in 1996 over 10,000 Medicare applicants were temporarily turned away every day of the shutdown."

5/1/2017: Case received by Manila (1 week embassy transfer??? Lucky~)

7/13/2017: Interview: APPROVED!!!

7/19/2017: Visa in hand

8/15/2017: POE
