Police report/clearance certificate

I've checked the guides for AOS and can't seem to find a yes or no answer - is a police report/clearance certificate required when submitting AOS packages?  I know they're requested for some visas when applying via consulates, but no info on AOS from another visa. 

We requested one be sent from Australia, however with the "6 business day delivery" timeframe having blown out of the water (it's been 4.5 weeks since it was posted in Australia, and is Registered but not Tracked) we're loath to spend another $100 only for a second one to not turn up (Australia Post & USPS are cut from the same terribly run/managed and poorly staffed cloth - expecting something posted with one to make it, undamaged, through the other network and to the recipient in the time quoted for their exorbitant costs is like asking the sun to rise in the west while it rain upwards & snows on a 100F day) if it's not 100% required in the initial AOS package.

No, it is not required for submitting a AOS package.
