Can I fill out the DS160 right after my NOA2?

We are waiting for our NOA2 for a K1 visa. Is it too soon to fill out the visa application (DS 160) form and schedule an interview as soon as we get the NOA2? WIth the rarity of visa interview spots in russia these days, it will probably be longer than a month between the NOA2 date and the interview. Or does the embassy need to have my packed from the NVC before I can schedule an interview?

You need to wait for the NVC letter which will tell you to collect documents from Packet 3, when you have all documents ready you will have to send all the documents and form DS-2001 to the embassy in the country where your fiance will have interview. After you receive confirmation letter with scheduled appointment your fiance can go for the medical exam.

Its so stupid that you can't go for medical exam without appointment letter.

Because of that, my visa will be delayed few weeks.

This is incorrect. Every country's embassy has a different step.
