I just received my welcome letter last week (the date on it was June but I guess it took a whole month to get to the Philippines). Our petition was approved back in April 2006 so receiving that letter was really a surprise as I thought it wasnt going to happen anymore.

 

Since it has been 12 years, a lot has happened and I dont know how this will affect the petition. My mom became a US citizen a year or two after the petition was approved. And I got married in 2010. Can we still have her update her status as citizen and continue the application?

 

What should we do?

Do you know what is your preference in the beginning? F2B? F1?

Where are you? Philippine? or rest of world?

I think it was F2B since I turned 21 a month before she filed it. 

Im still in the Philippines.

 

Based on my research (and this one lawyer who only answered one question lol), my application is still valid. I just need to update NVC about my status. But im not sure how to do that. Sent them an email yesterday but no response yet.

Okay, so your case is F2B in the beginning, in Phillipines.

Priority date: April 2006 - F2B

Your mother became US citizen: 2008 - your case will become F1 when you submit a copy of your mother's certficate of naturalization

You are married: 2010 - your case will become F3 when you submit a copy of your certificate of marriage

 

According to the visa bulletin for August 2018 in Phillippines,

These PD belows will be interviewed:

F1: 01JUN 06

F2B: 01 FEB 07

F3: 15 APR 95

 

Currently, NVC does not know that you got marriage, so they thought you are still F2B, then they send you the Welcome Letter.

 

When the NVC/Consular Officer find out that you got married (based on your certificate of marriage and police certificate), then they will change your case to F3, and you will have to wait... almost forever to be interviewed.

When you send the NVC a question via this website: https://travel.state.gov/content/travel/en/us-visas/visa-information-resources/ask-nvc.html

They will reply within 3-6 weeks. 

 

Because you get the Welcome Letter, which mean your case is ready for paying fees and submitting all the documents to process before an interview. So you can update your case status to NVC now.

 

On page 1 of Welcome Letter, NVC provided Case number and Invoice ID for you, so you can use them to access this website: https://ceac.state.gov/ceac/

Choose DS-261, fill in all the info regarding to the person who will get letters from NVC. You can register your email here.

Then you can paid $120 and $325 IV fees.

Then you can fill DS-260.

 

Meanwhile, you can collect all of your documents such as birth certificate, passports, certificate of marriage, police certificates... 

as well as your mother's documents such as her birth certificate, certificate of naturalization, i-864, tax transcripts...

These required documents are listed on page 3 of Welcome Letter.

 

When you collect them all, you can send the COPY of those documents to NVC via their address listed on Welcome Letter.

(Do not send original documents to NVC, because you have to bring original documents to the Consulate for interview).

Yeah figured thats what would happen. What’s the estimated wait time for F3? Would you know? Did the PDs even move? lol
