The sponsor must make 125 % of poverty line for their present household size plus the immigrant being sponsored. 

household size is determined by the number of tax dependents, not the number of people living in the same house , even though they may be related 

If he files his tax single and has no declared dependents , then he will need to meet the level for a household of 2 

If his parents claim him as a dependent on their tax, unless he somehow has income above the 125%,  then he will need to find a joint sponsor. The household size for the joint sponsor is calculated the same way

To make things more complicated (sorry!), he can also do a household member agreement (I-864A) with his parent(s) and/or sibling living with him, to combine their incomes/assets. But then all individuals in the agreement(s) would be counted in his household size.

 

Second...boyfriend? This is posted in the IR-1/CR-1 forum which is for spouses. If this is for a fiance instead, the information may not be accurate (specifically the I-864/I-864A does not apply, a co sponsor may or may not be accepted depending on consulate and circumstances, it uses the I-134 instead, the minimum income level is different, etc.).

we are getting married and applying for the cr-1 visa in september after we are married and thanks for the suggestion i will look into it
