Does anybody know how to bypass tier 1.  every time i call them, i get the same answer i already know. they would transfer me to tier two for a call back. I get the call back, and put on hold, and the phone goes silent.

 

I'm trying to follow up on case ,a case-i-130 that I've already sent in an RFE. but USICS have not responded and its out of the normal processing time.

Did you try to make an InfoPass appointment at your local uscis office?  When I had not success over the phone, I would go to an appointment , at least I can see the face of someone.
