I've wrote the same question in the ROC thread, basically because I'm still waiting to hear from both, ROC and Naturalization.

 

So I applies for ROC and a year later for Naturalization. I received a letter (regular mail) saying they approved my ROC. I had the interview for the Naturalization, but although I passed the test, they said it couldn't be approved because the ROC needs to be approved first. Anyway, online I see that both cases are approved and that they are producing the green card and that I'm in line for my oath ceremony. However, today I received a certified letter and for what I've read, it's not good news. I need to go to the post office tomorrow to find out. Have you ever heard of  certified mail with good news? Thanks

Usually the green card is delivered in certified mail, at least mine was after ROC. So, it may not be bad news after all. Hope everything works out for you and please let us know what you found from post office.

As a USPS clerk I can answer your question easily. Certified mail is not bad or good. It simply means it's a peice of mail that you need to sign to receive it. If you don't pick it up it'll be returned to sender in 15 days from attempted delivery. Also I've never heard of uscis sending a certified letter before. Green cards usually come in special Priority mail envelopes. Even if uscis is mailing you with a RFE it's never certified.
