I understand that too. The original context of my previous post is that the visa is for nothing if the emigrant can't leave the country due to CFO denying them the sticker.

That is true.  Continuing that line of thinking if they can't afford airfare to exit the Philippines it was all for nothing also.   < And still not a part of the visa process.  ;)

They have not completed, accomplished, what they've set out to do. You got the paperwork but can't buy the ticket to fly out. Well, look at the brightside: process is complete, you're just not leaving.

Majority of the people attending CFO had zero issues ... none, nada, zilch!

Then there are those that have "red flags" and those CFO focuses on .. like sharks to blood in the water

Right, if someone asks me about the k1 visa process, I don't fail to mention CFO even though it's technically not part of the visa process. Cos if they're not willing to put up with CFO requirements especially for very complicated situations, chances are the one being petitioned will have a hard time leaving (if at all) and they might want to reassess if they still should push through with the k1 visa.

I always mention CFO ..   can't leave home without it.    (just isn't part of the K-1 visa process ;)  )

Technically speaking. But if they want to use the visa at all- they have to leave the country. If they can't go past it, the "completed" visa is for nothing.

it is part for ALL emigrating to another country.

I'm not saying otherwise. If there are people who like to complete the K1 visa process or (whatever type of emigrant visa) without leaving the country, hats off to them!

But legally what is the reason they can deny. For reasons of fraud right? Is that the only reason?

I have no answer to that unfortunately. What I do know is that they can seem to withhold the CFO sticker for an indefinite amount of time especially for whatever they think is a special case.

And that's part of their strategy I think.  Wear em down, frustrate em, make em quit and go home.   Visas are typically good for 3-6 months once issued.

In my opinion this CFO concept is absolutely worthless.  It empowers the Government and limits freedom of citizens with their own choices.  Making the entire office the perfect socialist, liberal mindset / philosophy.   Bernie Sanders would adore the CFO!

If they give my girl a hard time this week I am prepared to force them into court to explain their Stalinist position!

CFO was create to combat Human Trafficking  ....   the reasons are wide and varied.

I have seen local banks trying to sign up people to get credit cards at CFO, back around 2007 time frame.

I have seen SSI years ago (15 years ago) tell the applicants they need to send money back to the Philppines for their social security.

Just when you think you have TDS eradicate,  a new case shows up.

It is not part of the immigration process if you do the Interview outside of Philippines.

I did not know this but it doesn't surprise me.  Nothing good can come from an overpowering Government entity with totalitarian / Stalinists thinking!  The philosophy at CFO is anti-freedom!
