I wrote an request for my case to be close back in October of 2017,then I wrote them to please don't close it, but they did.Now I want to reopen it back, everything was approved and they sent my husband his appointment date and he went to it, but his file wasn't there so he never actually had an interview. How long would it take to reopen my case.

If you told them you were no longer interested in proceeding they will close the case.  There is no undoing that.  If you simply stalled it then you can reopen it  Many people here have written to stop a case due to a spat and found out they have to start out all over again

This will not be over quickly. You will not enjoy this.

My attorney emailed them already, just waiting to hear back from the uscis.. I know about paying the fees over again, but would it still take a long time to reopen it back

It won't reopen. You asked to close the case, not put it on hold.

You have to start all over.
