You are trying to meet the requirements of Philippines marriage law.  All the Consulate does is notarize a document.  The USA doesn't give a ratsass about this document

Not sure what you are asking.    You ARE an American citizen, as you are also a Philippine citizen.     There are no issues regarding the visa petition.  ;)  

 

Getting married in the Philippines .. you follow the laws of that country.  The Philippines asks for the affidavit, not the USA     Being you are a dual citizne you do not need the affidavit

He is thinking that somehow the Affidavit is required for the USA and therefore if he doesn't get it he won't be able to petition

 Thank you, this takes so much load off. The Philippines always makes things so much harder.

Exactly! Since I'm marrying her as a Filipino citizen (not providing and affidavit), and not an an American citizen, I might have difficulty petitioning her as an American. Does that make sense?

It is not a USA requirement but something to help a non citizen to fulfill archaic Philippines law

It's very simple. The Philippines requires a CENOMAR to get married. If you are born and raised in the USA you obviously can't get one. So the affidavit is like a substitute to allow Americans to get something in place of a CENOMAR. Since you are a Filipino citizen (as well) you can get a CENOMAR so the "substitute" is not needed :)
