Travel After ROC Is Approved

Timeline

My husband just received his ROC approval letter today and it says he shouldn't travel internationally until receiving the actual card in hand.  The problem is he was planning to leave this Saturday to visit his daughter for a week.  The tickets and all arrangements have already been made months ago.  He went a month ago to get a stamp in his passport because he lost his wallet with his old card in it.  They advised he didn't need the stamp because his letter was still good until April.  I am going to call tomorrow to USCIS customer service to ask about his trip, however, in the meantime, has anyone traveled while waiting for their new card? Did you have any problems with getting back into the US?  I feel so bad for him.  He hasn't seen his daughter in a year.  Thanks for your help in advance!

(i) His extension letter is only valid when it accompanies the original expired green card. No green card = letter is useless (so they were wrong when they told him he didn't need a stamp--he certainly did).

 

(ii) He absolutely should not travel until he has an I-551 passport stamp or his new green card. Doing so is inviting problems, up to and including being stranded outside the US.

Thanks so much! I felt like they were wrong too.  I think we can do their jobs much better than they can! I'm hoping they can give him an emergency appointment. The letter says to call customer service to request one.  Thanks again!
