Spouse Brother is US Citizen living abroad, how do we get passport for him?

Okay, so I recently got married to my wife and we are going through the AOS process.  We are still probably half a year from getting her Green Card to travel (Cleveland has a quick Green Card issue timeline luckily).

 

She was born in Colombia but grew up in the States (between the ages of 4 and 12 she lived in Miami, before going back to Colombia).  She has a brother though, that is younger (16), that while her family lived in the States, the brother was born in Miami, Florida.  The brother though has been living in Colombia since he was 6 years old, when the whole family moved back.

 

My wife has always had a strong relationship with her brother and misses him the most out of her entire family.  I would love to surprise her and bring her brother to the USA for a surprise visit sometime early in 2018.  Since her brother is a US Citizen by birth, I figured I can absolutely make this happen, BUT.... he doesn't have a US Passport since he has been in Colombia since he was 6 years old (about 10 years now).

 

So, what is the process to get him his passport?  What do we need to do?  How can we get it?

 

Any help would be greatly appreciated!!!

The link to the embassy above seems to be all you need as far as instructions go. If your sister's brother doesn't live in or near Bogota, it will probably cost you RT airfare to get him there. Good luck!

 

p.s. I'm sort of envious. My wife has a younger brother who she misses but of course he didn't have the fortune of being born in the US. Tourist visas are more difficult to get.

Luckily (or unluckily depending on how you look at it) he does live in Bogota.  So a trip to the Embassy is no issue.
