my spouse lived in Cambodia from 2008 to 2010.  Since then she has received a new US passport to study in the USA.  She has since completed her studies and came back to her home country. Now im trying to immigrate her but we are running into problems because she is required to have a police certificate accounting for her time working as a school teacher in Cambodia.  But we have no evidence to receive the Police Certificate such as the visa stamps of arrival and departure from the country which was discarded with her old Passport by her home country's Minister of Justice.  Plus we would either have to go to Cambodia ourselves with no record of having been there or find someone in Cambodia to do it for us.  However we don't know anybody in Cambodia who can perform this service for us.  We will need to bring our documents including the Police certificate to the Jakarta Embassy.  So far the US embassy in Jakarta has not given us any word about a solution to this problem and have ignored my emails regarding it.

The Jakarta Embassy cannot solve this for you -- you need to do it yourself.  The information you need is in the link NikLR posted.  As long as the certificate is deemed to be available, you have to present it.  Perhaps you can hire a local lawyer to do it for you?  If, after exhausting all possibilities, you still can't get it, you can then explain your attempts and see if they will process your case without it.  They will not do so if you just say it's too hard or too exspensive to get.

 

And, FYI, I would avoid saying she got a "new US passport"...makes it sound like she made a false claim to US citizenship, which would permanently bar her immigration to the US.  I assume you meant she got a US visa.

she received a new passport with a US visa. yes it was a typo.  I have talked to the Embassy in Jakarta and they have told me if I am not in Cambodia currently and if i cannot have someone in Cambodia get it for me then I must get something in writing coming from the Cambodian Embassy in the United States in writing saying that my wifes Cambodian police certificate is unobtainable due to my specific circumstances even in email format.  Otherwise it looks like i will have to pay someone that is a lawyer who was referred to me via email about $500 to get these documents for us and we are as of yet unsure if there is any guarantee

yes i did, thank you. I had already read that one earlier as well before you posted.  I appreciate your post and attempt to help me out. I was aware of the policies regarding Cambodia.  I was told by the Consular in Jakarta to contact the Cambodian Embassy in the US.  So i have, however it seems the website has been hacked, according to google.  Also when i sent them an email it seems a bit suspicious as the email address changed when i clicked on it.  then there were guys asking for $500 to retrieve the Police certificate and Im not sure if they are legit or not.  We will have to do more research before we go handing over any money.  Plus the fellow emailed me at 10PM EST when the embassy closes at 5pm.  I was very happy when i thought these guys were willing to help me out. However now its very upsetting as our only possible solution to the dilemma turns out to be an attempt at extortion.  Now Im trying to figure out what will happen when we cannot produce the desired police certificate.
