Hello,

I am asking this question for a friend.  He is a Turkish refugee living in Canada. His passport was taken by the Canadian government when he got his blue refugee travel document, which lets him travel in and out of Canada without his passport. He is going to travel to Georgia (the country) and has a layover in the US. Does he need to apply for a transit visa or will his refugee travel document be enough? He tried emailing the US Consulate in Toronto but they don't respond to emails and talked to the NVC and they weren't sure either. An answer would be greatly appreciated.

Probably best to avoid transiting the US.

There is no provision for transiting the US without a visa; that was eliminated shortly after 9/11.  If you need a visa to enter the US, you need a visa to transit.

 

The US generally accepts the "Titre de Voyage" as a valid travel document for visa application purposes.  Whether the visa is actually issued is, of course, based on the individual case.

There is no need to be so rude. If I knew the answer, I wouldn't be asking. I was just wondering if the fact he is a refugee in Canada will make it harder to get a transit visa.

Has to reapply, he doesn't physically have the visa with him.
