Hello all,

I'm trying to get a couple copies of my wife's birth certificate through the PSA/NSO and when trying to purchase the lot, it always says "The configuration with processor is invalid. Call Merchant Service Provider." I'm just using my USAA issue visa card. Does anyone have any experience with this sort of thing and making it work for the US? Thanks, it would be useful to have extra while we do her ROM and such.

I have had issues at some places that require the credit card to be issues in the Philippines.  Most stores are OK but government and cell companies require a local card only. 

PHILIPPINES ONLY!!!  CFO (Commission on Filipinos Overseas) INFO - Can't leave home without it!

 

PDOS (Pre-Departure Registration and Orientation Seminar) is for ages 20-59.  Peer Counseling is for 13-19 years of age.

It is required to have the visa in their passport for PDOS and Peer Counseling.

 

GCP (Guidance and Counseling Program) is for K-1 Fiancee and IR/CR-1 spouse ONLY.

Check with the credit card issuing bank. They may have to unlock your card for international transactions.  If you call they can just open up the philippines. This is the bank's way of keeping tabs on your card.

It might not be the card.  Some places only accept cards with billing addresses in the Philippines.  I use my cards there all the time but Globe would not accept it for adding load.  It may just be a local requirement.

e-census is having issues with accepting CCs, I read that on their website last week, apparently they still haven't got it fixed.  For now you have to pay at one of the Bayad centers.
