This program is called a Dependents' educational assistance program(DEA) and is offered to dependents of fully disabled veterans due to a service related conditions, which he is. His ex wife did this program and went to school while they were married.

I am just reading through some more of this thread. I believe they have an allotted number of years they can provide assistance to family members.

If I remember correctly my mother and I split the benefits (she used a couple of years for nursing school and I used the remainder for my graduate school education). A lot of benefits through the VA depend on the percentage of disability. My father went from 98% disabled to 100% about 10 years ago with a surgery from a war wound complication but my mother had to fight for it and got the governor and senator involved because 100% disability opens up so many more resources through the VA.

Get to know the benefits through the VA and military they will be your best friend. My father has been through a lot in his lifetime and knowing the benefits and applying for them has made all the difference to my parents.

https://www.benefits.va.gov/gibill/survivor_dependent_assistance.asp Here is the link the DEA is good for 45 months (just under 4 years so it likely depends on how many years his ex-wife used it)
