N-400 Frustrations/File Online?

Can someone please help us before we (daughter, son-in-law and myself) all lose our minds?!  Daughter is a natural born US citizen.  Son-in-law UK.  Married my daughter May 2013, moved to US and received Green Card April 2014, all conditions removed from Green card on time after 2 years.  He should be eligible for US citizenship after 3 years based on marriage to US citizen.  His permanent residence began April 2014 upon his entry to US.  THREE times we/they have submitted a complete and accurate application, beginning in May 2017, and THREE times the application has been returned from the Dallas office with an attached note saying - "too early to file".  We have been told by 4 different USCIS agents when we call the customer service line that he is indeed eligible to apply.  I have read and re-read the rules and he appears to be eligible.  And yet . . .  Any thoughts on what may be happening here, or what to do next?  I see on this forum that people have as recently as last week filed their N-400 online through USCIS and yet when I inquired today (again through the USCIS.gov customer service line), I was told that it is not possible for anyone to file an N-400 online.  Any information or advice would be greatly appreciated.

I'd probably just submit a paper application.

It's also possible that you entered the date on your green card incorrectly.

USCIS customer service is notorious for giving out wrong information.  I filed the N400 online, and so did @IPv6Freely who just posted above.

 

Mind you, it's possible you may not be eligible to file online, but yes the idea of filing online IS possible.

I thought that might be the case that we were given misinformation today regarding filing online.  We were flat out told that there is no option for anyone to file online!  I am going to have him try to start the application on line by clicking the "Apply Here" button, and see where it goes.

 IPv6, curious as to why you wouldn't recommend re-filing online?  And yes, the green card date he entered on the paper application is correct - April 2014.

Well, if they keep rejecting your online filing as not being too early to file, and you know its not, assuming you entered your dates correctly, then that's the next most logical step in my opinion. 

 

Or you can just keep trying.

I was rejected 2 times for "incorrect fee." I was so sure that I had attached the correct fee for them and they still reject me.

This is what I do: I sent an email to the Lockbox and briefly explain what was happening (of course you need to give them the case number) and why it should not be happened.

They asked me to resubmit the package + send them the tracking number so they monitor it. 

After that, my resubmission was accepted by the Lockbox.

You might email the Lockbox at: lockboxsupport@uscis.dhs.gov

Please provide: Name, birthdate, receipt numbers, address in the first place so at least they will not need to verify anything (it takes a lot of time)

Probably anyone with a special circumstance. I don't know who else might not be eligible, but if they have a process to determine if you are eligible then there are probably criteria that deems one ineligible.

I haven't heard yet of anyone blocked from submitting the application online---EXCEPT for those with certain GC anniversary dates falling within a specific timeframe.  Cannot remember the exact perimeters of that.  It lets you know in less than a minute whether you are eligible or not by answering a few online questions.

 

I can tell you for certain that If you are filing for a fee waiver, or using an interpreter or legal representative to fill out the form you would be disqualified.  Payment has to be submitted at the end for your application to be received, and there is only room for one electronic signature---hence those disqualifications above.
