I assume the OP was looking for a job, you apply for a Visa outside the US.

 

Oh, yes, sorry. I confused the LCA (employer attests that it will protect wages by paying the H-1B employee a stated amount, protect working conditions, by not making the H-1B worker under conditions different from his/her U.S. counterparts and not displace U.S. workers) to the LC for green card (no available willing and qualified U.S. workers for the given job.)

If I filter it down to just e3 and h1b I'm still getting over 3000 results.  Anyway...that really isn't the issue here, I've given up on trying to get an e3, if I come back to the US with the aim of working it will be via marriage and a green card but right now I just want to visit!
