US and PH Natural born citizen

My friend was born in a US territory with Filipino parents. Her parents reported her birth in the PH embassy. They moved to the Philippines when she was minor using PH passport, now she is trying to move to the US. She was able to obtain US passport and renewed her PH passport. She was advised by the PH immigration to apply for dual citizenship when she gets here. 

 

This is confusing. As much as I know, she is both natural born in both countries. Anyone here with the same situation? Can you share your experience leaving the PH for the first time using both US and PH passport?

I think she is already dual citizen. I mean, she has both passports so she is already a citizen of both countries.

She is "natural born" is the US. She got the PH citizenship by blood.

She is both like I said. To be a natural born citizen of the Philippines, you need to have at least one Filipino parents and she has both.
