f4 is a 13 years category. you have a long wait to go and yes you can apply for a tourist visa. chances are they may not give it because you have a pending petition.

Currently, Visas are being issued to applicants from year 2004.  Approximate waiting period is about 13 years.

If the speed of the visa processing stays at current levels, you can expected date of visa becoming available is year 2025.

However, if the speed increases or decreases, waiting period will change accordingly.

Is your application approved by USCIS already?

You can follow another thread in this forum, " All f4s Part 4 " to see current progress of other members.

There's no way to speed it up. You're in line with others.

Senate passed the bill but Congress did not even consider it.  So, F4 is still valid.  People can still apply.

When the Senate passed that bill that was to stop F4 new filings, it did not say anything to stop processing pending F4 cases.  But that is over.

If there is any new bill come up, just keep an eye on the forum thread for details.
