I got the letter from USCIS said that I need to submit additional papers:

- a signed and completed I-130 ( I concurrently filing I-130 and I-485 and sent them together, they were all received and confirmed by USCIS)

- They asked for supporting tax documents for joint sponsor and also told me that my joint sponsor income did not meet the requirement (however, ,my uncle is my joint sponsor and he has his own business, I submitted his most recent year tax papers (2017) includes Sch-A, C, SE and form 1040. They said in the letter that his income is not meet the requirement with his household of 5. I checked the requirement and his income is much above the requirement. 

Should I just send them all the papers again? or should I call the service center? is there anyway they make mistake about it?

He will need to show proof of ongoing income, not just that his filed taxes meet the income. His expected current annual household income needs to meet the requirements and be shown in evidence from for example bank deposits slips and bank statements or similar.

Thank you very much for your response. So I need to to submit his bank statements accompanied with the most recent tax year documents again ( I just submitted the 2016 tax forms) or do I need to submit tax documents for 3 years?  coz they just asked for the most recent one. What else documents I can submit to prove his annual income?

If the last three years will help, I would send it also since he is self-employed. It will help show consistency. Other than bank statements - the banks slips that he would get from depositing income to his account from his company - i.e. evidence of the salary he takes out. This would be in lieu of pay stubs that an employee normally send.

Thank you very much! I also called the USCIS service number because they said that his income did not meet the requirement so I will just send his I-864 form again accompanied with all supporting documents you suggested. The agent also told me that I can include a letter explain that I already checked the USCIS poverty guideline for 2017 to prove that his income is qualified to sponsor me. Do you think it's necessary to do that?

No. A letter explaining that is not needed. The line that "does not meet.." etc. is generated automatically when there is insufficient evidence of that income. You have to prove that he makes that by supplying as many different supporting financial documents from official sources as possible - or it is the same as he doesn't meet the criteria.

 

That said, you can include a cover letter still where you just outline what you are sending - along with a copy of the RFE itself as described in the RFE.

Thank you very much for your advice. I just sent out my documents again. This time I just include his 3 years tax transcript and 12 months bank statements for evidence. I did not send the tax forms because I think the tax transcripts are informative enough for a self-employed. Do you think so too?
