Uscis and NVC making it hard

Timeline

I have really hard problem for my mom and dad. 

My mom filled a I -130 for my dad last year in 2/2816. He got approved for permanent residence green card and he is in Iraq still, and we received the approval for green card on sep/2016. She got naturalized in 3/2017 and sent the citizenship copy to them (( nvc)) and I called to make sure they got it. They said we did but the case was returned back to uscis in nov2016. And they don't know why. We called them and they said will send it back to them and we don't know why we have it anyway. On 3/28/2017 got a letter from uscis said we don't have the case and it was never returned to us. I was calling NVC since 4/10 and they keep saying the same thing and the suggested to send a letter that stated we don't have it. I received it today. Ow I have letter from both saying we don't have it. Question can I send them to uscis in my state in mail? My mom is out side if our state for an emergency and I need to move the case. 

Please help

note I have sent this informations to our  representative  and still no answer

schedule an appointment to speak to an ombudsman at your local office.

When you call either USCIS or NVC, keep pushing the person to look further. or ask to speak to a tier 2 officer.

Of course they know why, they just can't tell you why. Because, you know who is the President and because there was a ban on citizens of certain countries coming into the USA. As this nonsense was happening, they sent your paperwork back and now no one wants to take responsibility. This is why.

 

But it does not matter because USCIS will never admit to this. Just keep pushing and going for infopass. If possible, get an attorney or Legal Aid involved because this is wrong.

That's a total lie!!

Trump has nothing to do with it.

When the status of an applicant changes while the case is at NVC, they usually send it back to USCIS. That is normal..But finding where the case is, is the issue.

There is a possibility that the officer (s) OP spoke to didn't look "hard enough".

I have called NVC over my case returned and one officer gave me the return date , however, i called 1 week later and the next officer i spoke to said they didnt have it. I probe her to look more since i have already been told by an officer at NVC that they had it.

it was then that she performed another query and saw that they had it.

 

So OP needs to take my approach ^^ or ask to speak to tier 2  officer.
