I have an pending application with USCIS F4 category for my brother and sister as an sponsor. 

 

Question- Do I provide that information in question 26 and 30? Since it is asking have I submitted a visa petition(s) to USCIS

Yes you have to indicate that as you have already submitted the form

Oct. 6, 2017 - Case Received

Oct. 10, 2017 - Biometrics Fee Received/ NOA1 E-receipt notification received

Nov. 9, 2017 - Biometrics Appointment

Dec. 20, 2017 - EAD/AP approved

Jan. 4, 2018 - "Interview is being scheduled"
