130 filed Jan 2012 for unmarried daughter

We filed a 130 for my wife's daughter in Jan 2012. My wife being a citizen. I do not fully understand those visa bulletins but is there anything we should be doing between now and when we get a letter from Immigrations saying she is in line?

filed 129 with vermont 4/19/06

first notice 5/3/06?

IMRA RFE 6/19/06

snail mail RFE 6/22/06

returned 6/22/06

email they recieved 6/26/06

second RFE email 7/11/06

just to understand, in the moment your wife file her daughter petition wa she a resident and now she became citizen? if this is the case she should send a letter to USCIS or call, because her daughter became an immediate relative and there is no waiting times for this visa ( there is a visa available to her) it will shortened a lot the whole process

Not if OP's child is over 21.  The wait times are comparible and both about 7 years.

There is nothing for you to do until the NVC contacts you.

 

Your wife is the petitioner.  (There is only one petitioner - so there is no we petitioned.)

This is an F1 family preference case since it's a USC petitioning an unmarried daughter over age 21.

Your stepdaughter's PD is Jan 2012. 

Looking at the June 2017 Visa Bulletin, you look at the F1 row and the Worldwide column.  Chart A is when an immigrant visa is available to her.  Chart B is when she can start submitting paperwork to the NVC.
