Sorry the 2nd interview also didn't work. What others are saying are true about travel history but also she needs to show more ties in Turkey. Property records, financial assets, etc. I don't think traveling to other countries alone would help but if she is a green passport holder, she could at least travel to Europe visa-free and form a travel history without dealing with Schengen visa.

 

Could political atmosphere be affecting things? certainly it could but this didn't start with Trump. In 2014, visa refusal rate for Turkey was 7%, in 2016 it almost doubled to 13.8%. However, number of issued tourist visas are increasing as well. In 2014, around 75thousand people got tourist visas, in 2016 it jumped to 85thousand. So in a way more people are applying for visas, more people are getting visas, but the refusal rates are also increasing.
