It's not unusual for the process to take up to six months.  USCIS states this (link below). We have see cases take from one day to six months. Just need a little more patience.

Also, when USEM is ready to issue your visa, your status should change to "Nonimmigrant Visa Application"; at that time, you  will know that you are a few days away from getting it. It would go from "Immigrant Visa Application" to "Nonimmigrant Visa Application" and  go to "Ready" ==> "Administrative Processing" ==>> "Issued".
 
Sometimes, it might skip "Administrative Processing" and go from "Ready" to "Issued".

You should inquire for status update. Message the embassy.

Why? She is within normal processing times. They will tell her the same thing that she ready knows and what I have explained.  After 60 days if she wants to inquire that will be the time she may get an answer.

it doesn't hurt your case to send an inquiry dont know how USEM responds on email inquiry but I did message after a week of submission ( got 221g during interview) and no update on my case but God has been gracious my case changed to issued 2 days after they reply saying my case has been updated and check my status via CEAC site.

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.

We contacted USEM today and was told they will try to escalate it. The lady said visa should have been issued by now from what she can see on the status. So she forwarded a request to the embassy to see what's been happening with my application.  I was told During the interview visa was approved and status changed to NON IMMIGRANT VISA  -AP on the 24th of January. We tried contacting them last week but was told to just wait for updates. At least now, I can see some hope. Thanks everyone for the reply. The delays we experienced is not much fun. We were hoping that my visa would at least be issued sooner after all the delays we went through when they sent my application to Sydney instead of Manila.
