Reentry Permit Form I-131 Biometric Appointment for over 79 years old?

I was helping my grandma and submitted Form I-131 for a Reentry Permit for her during the beginning of November. She is 81 years old. We have not paid the biometrics fees since she does not follow in the age range for a biometrics. Her flight in December 17.

I have not received a biometrics appointment letter yet. Will she receive and have to attend a biometrics appointment? Can she leave on December 17 if she hasn't received a biometrics appointment letter and I can mail her the reentry permit when it arrives?

Is there anyway to expedite receiving her reentry permit by writing to USCIS? I have read the circumstances on USCIS's website to expedite a reentry permit, but those situations do not really apply to her.

I would appreciate anyone's help and experience in this matter.

Yes, there will be a biometrics appointment; it is mandatory. You should receive it in the next month or so.

Obviously if she failed to attend this appointment then the application would be denied.

After her biometrics are captured then she would be able to depart the US and you could forward the re-entry permit to her once it was approved. It's also an option on the I-131 to specify that the final document be delivered to a foreign US embassy.

I'm assuming california service center since I don't know where it was filed. according to the uscis website it takes 3 months to process i131 and unless there is a valid reason to expedite i would not see this being approved by mid December. I do not know what would happen if she left before it was approved.

does she already have her green card?

if she does then she can return to the us and then go back overseas with the reentry permit.

if not then she needs to have the i131 approved before she leaves otherwise they will say she abandoned her application.

They haven't taken biometrics fees since she is 81 years old so thats why I thought maybe biometrics is not necessary.

They don't charge a fee but there is still an appointment I believe. They need a recent photo to put on the document.

Okay. So what are the photos sent with Form I-131 for?

I believe their purpose is twofold:

1) To ensure the person who filed the application is the one who shows up to the biometrics appointment and their photo ID matches that photo.

2) For use as a backup in case the biometrics photograph isn't usable for whatever reason.

If I want to send an expedite request, where should I mail or fax the request if I reside in Illinois?

Make an Infopass appointment and deliver it by hand to a USCIS officer yourself; this has the added bonus effect of being able to plead in-person.
