Hello everyone. I am hoping someone can help me with this one. My wife will be having her interview in Singapore this October 26 for a CR-1 Visa. The NVC have received all the document they require for our package before our case was handed to the consulate in Singapore. I have called NVC multiple times to make sure and verify that all the paper works was good and everything was OK. My wife and I were married in Philippines. Now considering we are married already, I sent them an NSO certified copy of our Marriage Certificate. However today we received an email below from the Consulate in Singapore asking us two documents. One is a CENOMAR. My understanding with CENOMAR, is cenomar of no marriage. Considering that we are married already and have sent them the Marriage of Certificate, can you guys help me with this one. Second, they are also asking for marriage record from the singapore registry of marriages. I am a little bit confuse. Is anyone have gone through this process or can you guys advice about this.

Dear Madam,

We refer to your application for an immigrant visa.

In addition to the documents listed on the NVC Packet 3 checklist, you are also required to furnish two additional documents:

  1. A ‘Certificate of No Marriage’(CENOMAR) from the Philippines Statistics Authority (PSA). The CENOMAR must be sent directly by the PSA to the Immigrant Visa Unit, Consular Section, U.S. Embassy Singapore, 27 Napier Road, Singapore 258508. This office will not accept CENOMARs submitted by individual applicants.

CENOMAR can be ordered through PSA offices in the Philippines, or on the website www.ecensus.com.ph. The site accepts credit cards issued in the U.S., Japan, Europe, Australia, and Hong Kong. There is a flat fee for each document of $25. The fee includes shipping by courier to the delivery address abroad.

  1. A certified copy of your Marriage Records from the Registry of Marriages in Singapore.

The Certified copy of the Marriage Record provides a record of all Non-Muslim marriages that the applicant may have contracted in Singapore on or after Sep 15, 1961. Applicants who have never been married in Singapore would receive a certificate stating that ‘No record is found’.

My wife and I were married in the Philippines what is needed is another cenomar from the NSO that shows she is now not free to marry. You apply for a cenomar again same as before. This time you will get a cenomar that says our records show 1 likely match...it will list you and your wife as well as date and location of the marriage. It's a little ridiculous but for some reason it's needed. Just apply for another cenomar pay 140 pesos you'll get what you need. God Bless You on your journey

With PSA you request a CENOMAR, being married PSA will issue a CEMAR (Certificate of Marriage) ... that is how the process works.

I think the embassy is a bit confused on the later item being you were married in the Phils. OR it was a form letter. ;)

The whole CENOMAR thing is confusing. You are correct in that a CENOMAR is for single people. However, since you are married, when you apply for a CENOMAR, the PSA will actually issue you "Form #5 - Advisory on Marriages" which shows that you and your wife are married. This document is sometimes referred to as a CEMAR. I think that name started on the old "Asawa" forum.

My guess is the Singapore document is their version of the PI CENOMAR. Best not to rock the boat and have it available,
