What in package 3?

My fiancee receive a letter saying they receive our application in Ho Chi Minh VietNam. Is that the package 3? What inside a package 3? I have no idea why they sent it to her old address,while we already submit a address change inquiry regarding to her move.This is so frustrating. When we call they never answer our question,all they say is go online ask question.

Packet 3 is just a letter with your HCM number (which you already got from the NVC). In that letter is a link to download the K1 Instructions PDF from the consulate website.
