Where will my fiancee's POE be?

Hi all,

My fiancee is flying in on August 3rd (yay!!!). Her flight is from Halifax to Ottawa to Toronto to Milwaukee. I am pretty certain her POE will be Toronto, but her coworkers are telling her it will be Milwaukee. Am I right in thinking that Toronto is the place where she will go through US Customs and have her visa checked etc.? Thanks!!

No all of those Canadian airports have preclearance. If the first few flights are domestic then her POE would be Toronto where she would go through customs and immigration.
