What you are citing is State Department's guidelines. You are not going to be dealing with the State Department (they grant visas), but USCIS which is under the Department of Homeland Security (DHS).

Hi I'm jhen from the philippines and I am currently studying here taking up AB. PSYCHOLOGY and I'm planning to work abroad specifically at Ohio next year after I graduated because I saw some job opening at Ohio and can I ask how to get a working visa because I'm confuse If I need to get tourist visa first and then I will get working visa there in Ohio ofcourse if I got hired or Should I get working visa instead of tourist visa ? THANK YOU

It is illegal to come into the USA with a tourist Visa and work with only a tourist visa. Do not do this!

You should ask the company to sponsor you for a work Visa. However this can be a long process.

NO... Entering on a Tourist Visa with intention to work is Visa Fraud and is illegal. I believe your only option would be to stay in the Philippians until you can obtain a work Visa.
