#8... "The following people are dependent upon me for support..."

Is this on silly government tax forms, or God given rights and logic?

So, a parent who pays child support, but not able to claim them on taxes. Does not live with children.

According to government (and trying HARD to keep my harsh facts about this system) basically sees the person as only financial support. Logically, I see this as partially dependent to someone who adores the kiddies and wants them badly (but you know, some exs are very harsh).

So how does #8 get filled in this scenario to said parent?

As a side question, is this really needed for a fiancee visa? Do I have to send this to my fiancee? It seems more like a form for temporary people, not permanent. Like #11. Do I click "I intend" and write down "marrying her"?

I found, the best example from all others I have seen, on http://www.visajourney.com/examples/Form-I-134.pdf. I am going by that #11 method unless someone states it is an outdated method.

Still need to factor #8.

I believe you just list your dependents, i.e. those you file as dependents when you do your taxes. That being said, I'm not well-versed on the guidelines for partial dependents, so I would wait on someone else to verify for that question.

As to whether you need it, the specific embassy website should lay out everything you need for the K-1. For example, the London Embassy website states that proof of meeting financial requirements is needed in some form, but the I-134 itself is not required, but a link is provided to the form and it is listed as "an efficient way to provide this information to the Consular Officer".

Either way though, you will have to provide evidence of financial support. The I-134 is the most accepted way to do that, as the CO's are familiar with the document as it is used in cases other than K-1s (like for temporary visitors like you mentioned.) For #11 specifically, we did exactly what was in the example form, as have many others which you can see if you search for topics on the question.

Okay, so partially dependent then...

That line after the statement about the SS Act and Food Act... is it a line to sign full name (even though signing below), initialize, or that is just a blank line for whatever reason?

1. No, not partially dependent. Just breathing.

2. I didn't sign in the space after the Food Act, but it wouldn't hurt to do so.

Lately, the U.S. Embassy Manila has not been asking K-1ers for their I-134, but I would take one to the interview just in case as it's still listed in their interview preparation instructions on their web site.
