try to call USCIS or embassy which country your mom will have her interview appointment or NVC I don't know exactly where you can call but just try it won't hurt to try to call and ask. and when you figure it out let me know. were in the same boat I will ask too soon when my mom about to interview but i'm still in process of getting case number at nvc.

It depends on the embassy. Some have space limitations and only let those who have an interview enter.

To be sure, you should contact your country's embassy and ask them if someone will be able to accompany her.
