What is the chance of a Fiance getting a tourist visa when she is in the 3rd world?

Thought you (OP) are going to have her apply for a B2 visa (that's what it sounded like)...the B2, with the K1 ongoing, will be very difficult to obtain for the reasons I outlined...what, realistically, would guarantee that your fiancé returns to Nepal vs staying put, mind-changing, file for AOS? That is the $176 question.

A B2 could come across as a convenient way of side-stepping the tough K-1 interviews if there are flags, ie age, cultural, background diffs. Being young and a beauty queen, fiance'd to a well-off American who first married 30 yrs ago could be something an experienced CO.. like HFM1818.. might evaluate while reviewing a B2 against an ongoing K1. Just a thought..

I know it seem like time is dragging, but just ahng in there it will pass by. In the mean if you have extra time on your hands and need to occupy yourself like i did, start looking into what she needs to do to pass the medical boards here. Just stay busy is my best advice.

Looks like I am heading back to Nepal...;) Hoping for the NOA2 for the K-1 within the "estimate" here which would be by the end of December or 1st January-ish I am thinking. At that point I think I would have a little more to go on maybe.. Not used to practicing patience with the government I guess, I like more concrete timelines but will just have to settle in and trust in God.. AND PRACTICE PATIENCE..

degrees, pedigrees or educational backgrounds do not play a role in whether or not an applicant is more or less likely to have the ever popular mind change during baggage claim. No one is exempt from that consideration, no one's 'promises' to return are better than anyone else's - under the INA, all are equal and all are presumed to be going to the US to stay (for those seeking, for ex, a B2 visa)....there is no special exemption to 214b for people who are better educated than someone else. I've seen as many doctors, news broadcasters and local politicians have the mind change as frequently as any blue collar worker from any country....which makes adjudicating visa applications a real challenge.

In addition this time they will see you have a pending K-1 visa with the intention to immigrate, that's just another reason to add on top of the past ones for denial.

Im sorry, at least K-1's go relatively quickly.

They don't always go quickly, mine was 222 days for I-129F approval through TSC. Filed July of 2014.

K-1 was finally approved and issued 22 days shy of one full year. My understanding is that right now they seem to be moving quicker, but one should never assume.

While I understand what you are saying ( I think) There is a difference in that a blue collar worker makes far less and barely enough to get by on at $200 a month in Nepal where a hospital administrator or Dr. are financially well off by comparison and have stronger ties to their home country and a place to go back to that isn't "desperate".

I have no college degree to speak of and while well off here I think I would have a harder time trying to get into the US if the roles were reversed..

While some of that reasoning may be true, the fact remains that she will shortly be abandoning all of that, and the 30-90 day difference between resigning shortly after a possible mind change or when the K1 is approved is not much in the way of a strong reason to return for that relatively brief period of time.
