Can you confirm if I have to submit the cover letter with the I765 and I131 forms when I do the I485.? I am doing them altogether concurrent

Actually it is mentioned in the K1/K3 AOS guide (not specifically mentioned for WST-based AOS). It is also good business letter practice to include a cover letter or cover sheet to aid the package recipient in identifying the package contents.

Cover Page. This should include the applicants contact information, a description of the benefit being filed for ("Immediate Relative (Spouse) Family Based Adjustment of Status Application") and a table of contents listing the major items in the packet. If you need additional room to explain your case, attach a separate sheet and list the attachment on the cover sheet. Make sure to sign and date the cover sheet.

A cover letter is also mentioned in the USCIS General Assembly instructions:

  • Mark both the envelope and the cover letter as to the nature of the submission. Example: ORIGINAL SUBMISSION - BRIEF FOR AN APPEAL - RESPONSE TO REQUEST FOR ADDITIONAL INFORMATION - etc.
  • Use the appropriate mailing address and mark both the envelope and the cover letter as to the form type. Example: I-129; I-130; I-690; I-698, etc.

I think it is also a good practice but I didn't think it was mandatory.

I see the lines you included from uscis.gov and even this line:

If evidence is being submitted in support of a previously filed appeal or motion, a cover letter stating "BRIEF FOR APPEAL", etc., should be placed on top of the packet.

For that one I think it's mandatory although for the previously quoted lines I read them as "if you include a cover letter, then...".

(As terrible as it will sound, the guides on VJ hold much less weight than what is on USCIS to me *ducks from shoe being thrown at head*) :D

I agree that if you have a cover letter for multiple submissions they all should be listed but I'm still not convinced a cover letter is mandatory outside of evidence for an appeal/motion. Oh well!

YMMV. As a moderator, I will assist and provide access to the best information available to members about the immigration processes, through the VJ Guides and USCIS informational links, so that they can get on with their lives.

I have successfully used cover letters throughout my professional career and in all my family's immigration application/petition/form submissions over the last four years, without issue.

If you want to split hairs about required/mandated/suggested/recommended semantics regarding cover letter(s)/page(s), go for it. However, I have precious little time or inclination for that type of mental exercise.
