confusing NVC checklist, birth cert and police cert needed

I have received a checklist from nvc that says they need wifes birth certificate and police cert. but im pretty sure I included at least the police, may have left out the BC. but now im very confused if they want simple scanned copies or certified copies. in the checklist instructions is says

"______3 - BIRTH CERTIFICATE:_______________________________________

Please submit this applicant's photocopy of the original document listed above. Each applicant must send

a photocopy of the original birth certificate issued by the official custodian of birth records in the country

of birth, showing the date and place of birth, and the parentage of the alien, based upon the original

registration of birth.

Documents must be from the appropriate issuing authority. Failure to provide the correct document will

delay your case and may result in rescheduling of your interview or refusal of a visa.

The certificate must contain the following information:

Person's date of birth

Person's place of birth

Names of both parents, and

Annotation by the appropriate authority indicating that it is an extract from the official records

(the following section caused my concfusion)
If the certificate is a photocopy of the certified original document, it must come from the issuing

government authority and it must contain annotation by the issuing authority indicating that it is an

extract from the official records."

and yet this is what it says in http://travel.state.gov/content/visas/english/immigrate/immigrant-process/documents/Supporting_documents.html-

"You and each family member accompanying you must obtain an original (or certified copy) of your birth certificate(s)..
You must submit a photocopy of each birth certificate to the NVC.
You must submit the original birth certificate(s) (or a certified copy) and a photocopy of each birth certificate to the U.S. Embassy or Consulate at the time of the interview."

so my confusion comes from them giving seemingly contradiction instruction, in this instruction it only ever says to send plain copies to nvc.

naturally im having great difficulty getting them on the phone, so hopefully someone here know about this

The consulate will need the original birth certificate or a certified copy of the original. They also want a cooy of originals, to keep with their file, because they will return her original birth certificate.

Simple xerox copy to NVC.

Carry original Certificate day of interview.

Apologies, just checked and for Australian Consulate they want original and a copy- they don't need a certified copy, but definitely require the original, which is then returned.
