When do they cash your check for the application fee? Is before or after you've been issued an N.O.A.? Or even worse a RFE?

As soon as they have touched/opened your submitted i-129f package. More likely when you get you get your NOA1, they have already cashed it. And that's a good sign because that means they are starting the process. I'm assuming that they have cashed it way beyond, if ever somebody gets one, the RFE. When someone gets an RFE it's in the middle of the process.
