in NVC document list there is applicant police certificate as well but when we have to submit that 1. along with all documents OR 2.at interview

Pakistan does not need to submit a police certificate as the US government has deemed them unreliable.

We did not include a police certificate from Pakistan as they are not reliable or needed, and we just got a case complete yesterday within 16 days of our scan date without any checklists. :)
