Hi, I'm a USC and my wife got her GC in February 2011, but we travel to home country for 11 month in 2012 and again in 2013. We came back January 2014 and have stayed in for 19 months straight, can my wife apply for her USC now?
She has been a PR for 4 years and stay here for more than 18 months.

If you are absent from the USA for more than six months, does that restart your "time in country"? It is possible she still has 17 more months to wait.
