Able to work with just EAD/AP approval letter?

Timeline

It's been over 3 weeks since my husband was approved for his EAD/AP and we still haven't received the card. We have the NOA2, but there have been no updates about the card being produced (though website is dodgy right now, as we all know). USCIS says to wait for 30 days, but we did put in a service request to see what's up. Can he work with just the letter? I'm assuming NO, that we need the actual card since NOA2 talks about the card being used as the actual EAD/AP?

K1 Vancouver

AOS

4/4/15- AOS/EAD/AP sent

4/6/15- Package received

4/9/15- NOA1- text/email

4/13/15- NOA1 hard copy EAD/AP (NOA1 dated 4/7)

4/14/15- NOA1 hard copy AOS (NOA1 dated 4/7)

4/17/15- Biometrics Letter received

4/29/15- Biometrics completed

6/23/15 (Day 77)- Service request

7/2/15 (Day 86)- Service request complete, email of approval of EAD (approved on June 30)

12/29/15- Interview

You cannot work with the approval notice, you need the actual card. Sometime you do get the card in hand before they update the card production in their website. It's been only 3 weeks, don't worry, you are within the average time frame...

2015-06-16: I-130 Sent

2015-08-17: I-130 approved

2015-09-23: NVC received file

2015-10-05: NVC assigned Case number, Invoice ID & Beneficiary ID

2016-06-30: DS-261 completed, AOS Fee Paid, WL received

2016-07-05: Received IV invoice, IV Fee Paid

2016-07-06: DS-260 Submitted

2016-07-07: AOS and IV Package mailed

2016-07-08: NVC Scan

2016-08-08: Case Complete

2017-06-30: Interview, approved

2017-07-04: Visa in hand

2017-08-01: Entry to US
