Parents purchasing car and insuring during brief visit before visa

Just a quick question. My parents are currently undergoing the IR5 visa process and are currently out here visiting for 3 months during the process since they are retired. The want to purchase a car to use while they are here and to use once the process is finally completed further down the line.

Can they purchase now and insure it to use? I'm not sure how they go about this?

If they have the cash to buy a car they will probably have the money to either find insurance or post a bond in states that allow it instead of insurance. They will probably not be able to buy a car on credit however.

This will not be over quickly. You will not enjoy this.
