Two questions regarding the process

Hello,

My wife and I are currently dealing with the NVC center and we're just a bit lost as to what we're supposed to do next.We would really appreciate any comments/answers.

1) We selected an Agent, paid the AOS fee, but we cannot access the DS-261 form or pay the IV application fee (it hasn't shown up on our account as payable yet.) Are we stuck twiddling our thumbs at this point? Should we send the AOS along with the supporting financial documents, even though we haven't completed the DS form or paid the IV fee yet?

2) When do you actually send the supporting civil documents? I.e. the applicant's birth certificate, police check etc. On some guides I have read you put everything in one big package and send it together with the supporting financial documents. Other websites seem to suggest that this step comes after submitting the AOS/financial documents, meaning that you would send two packages to NVC - one for financial documents, and one later for the supporting civil documents. Is this correct? Could someone please tell me the usual order?

2 put aos docs in an envelope, put iv documents in an envelope, then put the two envelopes into 1 larger envelope and mail

Here is a link to a sample cover letter you should include with the AOS package. You can find a few examples on VJ if you do a search. You need to include this with your big package and include all the information on the list.
