My parents 1974 Philippine marriage contract from NSO has no signature of civil register. Is this common? Will this be an issue? If so, how do we fix this? I am sponsoring her to be permanent resident.

Since it has an NSO version, I'm pretty sure that it has been reported so it shouldn't be a problem.

Try getting the LCR version too to compare it and as back-up.
