Unable to pay IV fee

Is anyone here able to pay IV fee recently? I got invoice two days before and since than NVC is giving me different excuse. Please, help me here as I feel so lost.

~~moved to NVC discussion from IR1/CR1 process and procedures with other like topics as topic covers a variety of visas. ~~

Also note it can take 1-2 weeks after the IV invoice to pay the fee normally when the CEAC website isn't having issues.

Thank you so much. Is that means it takes a week or two to show up online when the CEAC site is working fine?

And when should I send my financial and supporting package?
