Can H1B Visa holder invite a friend to visit to the US?

Hey Guys, I have some questions. My friend is on H1B visa. Can he invite his friend to visit here in the US? His friend already has a B1/B2 visa so she doesn't need to apply a visa. She already has a ticket back and forth. Does he need to write an invitation letter to bring at the point of entry?

If H1B visa holder is not allowed, can a permanent resident write the invitation letter for him? I am permanent resident so I can write a letter for him. But my worries is that she won't be living with me. She is going to stay with my friend's place. Would I be in trouble?

Anybody can invite anybody so not a problem.
